    At idle, the generator/alternator does not put out a lot of current. An increased draw will overwhelm its output and you start to draw from the battery as well.... Voltage drops when that happens, because the battery doesn't have 14v+ output.

    So, yes, at idle, you'll see the voltage fall and rise with the cycling of the lights. That effect should start to disappear above 2500-3000 RPM, unless you have a VERY large lighting load (driving lights, etc).
