Well it's deep EAST Texas (almost into Louisianna)....it's a whole different world down there.

Prior to September 1, 2009 there was no minimum age, height or weight requirement. HB4449 passed in the 81st Legislative Session and it requires a passenger be at least five years old.

The traditional 3-up in China is to have the child sandwiched between the father and mother. It's easier to keep the kid upright. Only in the 4-up does a kid get to ride on the gas tank. The kid needs to be old enough to hold himself up. If they're going to ride like this on a regular basis the sissy bar needs to go. In China flat seats rule because they allow riders to slide back and forward, accommodating more seating positions.
I hope they were not going fast. I personally would not ride like this with a kid so small, but that's me.
