Mandatory-helmet Maryland could drop the requirement if law passes.

Note the writer uses the old-school name for ABATE, but it' probably what they told her.
But, from a media professional view, the anti-helmet people could argue that the story is not exactly down the middle. Or even close.

It uses two quotes (one rather graphic, but he said it) from an ER guy, and a quote from a pro-helmet legislator.
But it says the room was packed with motorcyclists, and of this multitude, it quotes: zero.
It paraphrases one guy, but somehow I doubt that the "everybody else is doing it" point he made was his most compelling argument.

From the Annapolis (Md.) Capital:

"...In the latest episode of the ongoing battle between motorcycle riders and the doctors who treat their injuries - some 23 senators have signed on as co-sponsors to a bill that aims to relax the state's current helmet law, passed in 1992, that requires everyone to wear protective headgear when riding..."
